Project description
The Somali Integrated Statistics and Economic Planning Capacity Building (SISEPCB) Project is an US$25 million Investment Project Financing (IPF) from the International Development Association (IDA) to support the strengthening of the national statistical system of Somalia. The Project will be implemented by the SNBS, in association with other MDAs.
Project Objective
The project development objective (PDO) is to strengthen the national statistical system in the collection, processing, and dissemination of poverty and selected macro-economic data to inform development policy and poverty reduction activities. Specifically:
Project components
The project has four components, which are summarized below
1. Strengthening coordination, statistical infrastructure, and data development of the national statistical system
2. ICT development and equipment of the national statistical system
3. Data utilization for M&E and planning, and
4. Project management.
Project social and environmental risk management and labor management procedures
Stakeholder Engagement Framework (SEF) provides an appropriate approach for consultations and disclosure. These in turn are expected to create an atmosphere of understanding that actively involves project-affected people and other interested parties, reaching out to them in a timely manner, and that each sub group is provided opportunities to voice their opinions and concerns. Overall, the SEF serves the following purposes: i) stakeholder identification and analysis; (ii) planning engagement modalities viz., effective communication tool for consultations and disclosure; and (iii) enabling platforms for influencing decisions; (iv) defining role and responsibilities of different actors in implementing the Plan; and (iv) grievance redress mechanism (GRM).

Labor Management Procedures (LMP) is to identify the main labor requirements and risks associated with the project, and help the Borrower to determine the resources necessary to address project labor issues. The LMP will enable different project-related parties, for example, staff of the project implementing unit, consultants and project workers, to have a clear understanding of what is required on a specific labor issue. The LMP is a living document, which is initiated early in project preparation, and is reviewed and updated throughout development and implementation of the project.

Grievance and Redressal Mechanism (GRM) will be used to allow any member of the public to file a grievance at any step of the project’s implementation process, or ask questions related to the project.
Any comments and grievances regarding the SISEPCB project can be submitted through different ways, which may include in person, by phone, email or by the grievances in a SISEPCBP complaints Box at the Somalia National Bureau of Statistics (SNBS).
SNBS will receive and consider all comments and complaints associated with the Project. The Project Public Grievance Form is provided below:
